O secretário Geral das Nações Unidas Ban Ki-moon, condenou a escalada de violência na síria, com base nos relatórios provenientes da missão de paz implantada no país. Em declaração divulgada pelas Nações Unidas nesta  segunda, Ki-moon alertou sobre a progressão militar do governo sírio contra a cidade de Al-Haffa (que se encontra completamente cercada), e pediu a liberação do acesso dos Observadores na região.

Ban Ki-moon condenou em especial os bombardeios de regiões populares, exclusivamente residenciais. O "bombardeio de centros populacionais e ataques contra a infra-estrutura civil por todos os lados, o que prejudica a prestação de serviços essenciais e agrava a crise humanitária." declarou.

O secretário-geral defendeu o cumprimento dos seis pontos previstos no "Plano de Annan", tratado de cessar-fogo assinado entre a Síria e a ONU em 2011 (mas que nunca foi cumprido pela parte síria), como meio de abrandar a violência armada e proteger a população civil. O site alemão de notícias "tagesschau" destacou a declaração de Koff Annan que no último Domingo "lamentou o fracasso do seu Plano de Paz" na Síria.

A declaração do Secretário-Geral das Nações Unidas, condenou o desdobramento das operações militares do ambos os lados em terrenos residenciais, tendo os serviços básicos essenciais sido atacados sistematicamente pelo regime sírio, deixando milhares de pessoas sem moradia, comida, água, atendimento médico, remédios, roupas e sem destino. Dispersadas pela perseguição armada implementada pelo regime sírio como forma de "devolver e garantir a estabilidade e soberania da Síria", as populações estão migrando de uma cidade para outra, enquanto vão sendo perseguidas e assassinadas por milícias governistas e forças de segurança, por onde quer que passem. Cidades descritas como "reduto da oposição" ao regime de Al-Assad, têm sido amplamente bombardeadas, como o caso de Houla, que logo após as notícias do massacre do dia 25 de Maio ter ganho o mundo, tornou-se uma aldeia-prisão.

Neste contexto o presidente americano Barack Obama tem sido reportado por inúmeros sites americanos de notícias e de inteligência militar como em processo de aceleração da imposição do No-Fly-Zone na Síria que teria sido deflagrado em consequência do Massacre de Houla. Agências internacionais revelam que Al-Assad tem condenado qualquer especulação de intervenção militar na Síria. A Agência estatal síria SANA tem destacado a "Determinação da Rússia, China e Iran" para intervir em defesa do regime sírio no caso da invasão militar internacional.
